Maktabgacha ta’lim tashkilotlarida ta’lim sifatini baholash masalasi zamonaviy nazariy yondashuvlar asosida
tahlil qilinadi. Ta’lim sifati tushunchasini faqat hujjatlar va dasturlar ijrosi bilan emas, balki pedagogik jarayon sifati
hamda bolaning rivojlanish dinamikasi bilan bog‘liq holda baholash zarurligi asoslab beriladi. Tadqiqotning maqsadi
“kiritma–jarayon–natija” mantiqiga tayangan, dalillarga asoslangan hamda boshqaruv qarorlarini qabul qilishga xizmat
qiluvchi ichki monitoring modelini nazariy jihatdan yoritishdan iborat. Metodologik asos sifatida ilmiy adabiyotlar tahlili,
qiyosiy yondashuv va ekspert fikrlarini umumlashtirish usullari qo‘llanildi. Monitoringni “tekshiruv vositasi”dan “rivojlanish
mexanizmi”ga aylantirish g‘oyasi ilgari surilib, PDCA sikli asosida ta’lim sifatini uzluksiz oshirish imkoniyatlari tahlil qilinadi
