Speech competence is a central concept in modern language education, encompassing not only linguistic
ability but also a complex system of social, psychological, pragmatic, and cultural factors. In the context of the twenty-first
century, characterized by intensified global communication, digital transformation, and international integration, the
importance of speech competence has significantly increased. It has become one of the key competencies determining
students’ academic achievement, professional adaptability, and active participation in social interaction. The development
of speech competence is therefore regarded as a fundamental objective of contemporary education and lifelong learning
