In order to more comprehensively conceptualize the graduate model of higher education, it is necessary to
specify the structure and content of general, professional, and universal competencies. It is also crucial to highlight the
significance of universal competencies in relation to social and cultural requirements, independent evaluation of students’
educational outcomes, and their close interconnection with cultural competencies
